Every region we can publish

A region gets a page on one publishable category, which is the weakest rule on this site and is deliberate: the page's job is as much to print what we cannot say as what we can, and each one lists every category it withholds with the count we actually hold. There is no total wedding cost on any of them, and each explains why not.
